Thailand Social Security for Employers & Foreign Workers

An employer in Thailand should check Social Security Office (SSO) registration as soon as it hires an employee and should not assume a foreign worker is outside the system. The Ministry of Labour states that foreigners working legally receive labour welfare and insurance protection under the same laws as Thai workers. The exact insured-person status, forms, contribution base, current rate and deadline must be confirmed through the SSO for the employee and payroll period.

Start with the returned record: DBD's 2026 B-Ready material describes employer registration as integrated with its digital incorporation flow. If that flow returns an employer-registration record, verify the entity details and retain the accepted record and receipt. This does not establish that every entity or filing channel is automatically registered, and it does not register an employee or determine insured-person status. Employee/insured-person registration, payroll filings, contributions and corrections remain separate SSO steps. If no employer record is returned, confirm employer registration directly with SSO.

Applicability and foreign workers

Do not use citizenship alone to decide coverage. Confirm the employer, employment relationship, worker's lawful status, any statutory exclusion and whether another scheme applies. Ministry of Labour guidance supports equal protection for legally working foreign employees, but that does not resolve every person's classification.

For foreign hires, coordinate Social Security with the employment and work-permit guide. Hiring, moving or ending a foreign worker's employment can also trigger Department of Employment notifications independently of SSO filings.

If you have just arrived as an employee

Immigration permission, permission to work, the employer's SSO duties and an employee's insured-person record are separate. Arrival in Thailand does not by itself establish SSO coverage, a benefit entitlement or a filing deadline.

Ask the employer or payroll team to identify:

  • the employing entity and responsible SSO office or e-service;
  • whether and when the establishment and employee records were submitted;
  • the SSO or payroll reference and accepted receipt available to the employee;
  • how the employee can verify the recorded status and selected medical facility where applicable; and
  • which work-authorization, Immigration or Workmen's Compensation actions are being handled separately.

Do not send passport, employment, payroll or SSO records through the general enquiry form. Use the employer's or identified provider's secure process after its identity, purpose, recipients and terms are clear.

Registration and documents

First identify whether an accepted employer-registration record already exists from the DBD integrated incorporation flow or a direct SSO process. Verify the record rather than submitting a duplicate or assuming registration. Then use the live SSO procedure for each employee/insured-person and payroll obligation.

The live SSO procedure determines the form and evidence. Common preparation items include:

  • employer registration and tax details;
  • authorized signatory or representative evidence;
  • workplace address and contact information;
  • employee identity and employment-start information;
  • wage/payroll details; and
  • foreign-worker passport and lawful work records where applicable.

Do not submit an old downloaded form without checking the current SSO channel. Keep the submission receipt and employer/insured-person reference returned by SSO.

Monthly payroll process

  1. Reconcile active employees, starts, departures and corrections.
  2. Confirm the current contribution rate, minimum/maximum base and due date in the SSO system or current notice.
  3. Calculate employer and employee amounts through the approved payroll process.
  4. File and pay using a current SSO-supported channel.
  5. Reconcile the receipt against payroll and resolve rejected records.
  6. Retain payroll, registration, filing, payment and correction evidence under an accountant-approved record policy.

Costs and contributions

The statutory cost depends on the current contribution rate and wage base for the payroll period. Confirm both through the live SSO system or current official notice; do not reuse a historical ceiling from a guide. Employer contributions and employee deductions should not be described as professional fees. Payroll, accounting or filing-assistance charges are separate commercial services and should be quoted in writing.

Benefits and employee communication

The Social Security Fund covers statutory benefit categories under the Social Security Act, while workplace injury compensation is administered through the compensation framework. Eligibility, waiting/contribution conditions, benefit calculations, hospital arrangements and claim documents depend on the insured person's history and current rules. The former page's detailed benefit percentages, child allowance, waiting periods and “immediate” coverage claims have been removed pending authoritative case-specific verification.

Employers should tell employees how to verify their registration, selected medical facility where applicable, contributions and claim channel directly with SSO.

Timing and common failure points

Registration and filing deadlines are statutory obligations, not service estimates. Obtain the current deadline from SSO rather than relying on a cached guide. Common risks include:

  • treating a foreign employee as automatically excluded;
  • confusing a work permit notification with SSO registration;
  • using a stale rate or wage ceiling;
  • omitting starters, leavers or wage corrections;
  • assuming Social Security and workplace compensation are the same filing; and
  • paying without reconciling an accepted receipt.

Late or incorrect filing can lead to statutory consequences, but this guide does not repeat the former unsupported universal monthly-penalty figure. Have SSO or qualified Thai counsel/accounting support confirm the consequence for the actual period.
